Officials: Gettysburg Agreement Confusing

GETTYSBURG, Pennsylvania – As reported by the Gettysburg Times: "Terms of a financial agreement between Gettysburg Borough Council and a group proposing to build a casino in Adams County aren't as ironclad as borough officials would like.

"The two sides are trying to hammer out fine print details relating to a last-minute council endorsement earlier this month.

"At a borough finance committee meeting Wednesday, attorney Jeff Ernico, representing Chance Enterprises — a group of investors, led by local businessman David LeVan, planning to build a $350 million casino at the Route 15/30 interchange just east of Gettysburg — formally presented the controversial agreement.

"The supposed 'no strings attached' agreement, slated to compensate the borough about $1 million annually, isn't as black and white as originally deemed, council members argued Wednesday.

"…Council voted 6-3, on April 3, to back the project. Two days later, council testified in favor of the proposal at a state Gaming Control Board hearing.

"Many borough officials, however, had not actually seen the Chance agreement. Those who did, particularly during the night of the vote, hadn't had much time to review the document…"
